The Working Group deferred the decision on the location of these provisions in the text of the Model Law, and requested the Secretariat to make proposals on the question for its consideration at its next session.

65. General Assembly mandates have always guided the Secretariat in dealing with the issue of achieving linguistic balance, while ensuring that staff have sufficient knowledge of the working languages of the Secretariat, English and French, to perform their job functions.

This work is supported by an international secretariat composed of about 1,900 staff members.

It noted that while several international instruments and processes addressed indigenous peoples' cultural heritage, those instruments and processes did not, or would not adequately protect indigenous peoples' cultural heritage, which continued to be abused, misrepresented, lost or destroyed on a daily basis.

The Committee notes, in this connection, that an increasing number of communications are being submitted in languages that are not among the working languages of the Secretariat, and expresses its concern that the lack of Secretariat staff fluent in those languages has contributed to delays in the examination of them.

Some experts stated that the issue of the official and working languages needed further clarification.

There was also a need to avoid proliferation of human rights instruments and to improve coordination among the treaty bodies.
