And ample spending on research and development, together with an unrelenting drive to be at the forefront of technological innovation, implies a brisk pace of innovation. This creates room to address one of the economy s two main challenges low productivity in services.

HONG KONG For 250 years, technological innovation has driven economic development. But the economics of innovation are very different for those at the frontier versus those who are followers striving to catch up.

I mean, it's the people there who are so hardworking, persistent, creative, empowered.

It is also interesting to note that since the field of innovation in governance is not as well developed as that of innovations in the private sector, there are different definitions of what an innovation in governance and public administration is.

Thus, business start ups in those circumstances tend to use older technologies and do not offer much in the way of innovation.
