The administrative and operational services costs of country projects are the percentage of annual project expenditures authorized by the Governing Council for the reimbursement of the administrative and operational services.

51. The United Nations Office of Project Services (UNOPS) is providing operational services for well over three hundred active projects and programmes related to democracy and governance, at an estimated annual budgetary volume in excess of US 100 million.

Under difficult field conditions, the secretariat has achieved notable progress in project implementation and UNCTAD's technical assistance has become increasingly relevant to the governance of the occupied territory after the disengagement from Gaza.

The portfolio mix will remain diverse, comprising complex, full service operations management portfolios and portfolios involving the provision of individual service support processes and inputs.

The operational activities comprise advisory services, training seminars and workshops as well as field projects.

41. The Office has established cost centres and improved measures of common cost apportionment. These actions indicate that the Operations Division, which is the primary implementer of management service agreement projects (the Division for Procurement Projects), is recovering its operational costs.

This pertained to projects for the preparation of national communications as well as to programmes and projects under the operational strategy, like technical assistance and investment projects.

To facilitate the monitoring and assessment of operational projects and programmes as well as organizational performance, a performance indicators framework was developed.

It was time to focus on substance and on achieving goals.

The administrative and operational services of intercountry projects are the real costs accruing to the executing agencies and are not a percentage of annual project expenditure.

Expenditures depend on the level of operations and the number of projects to be undertaken in a prescribed period.

The achievement of UNOPS in growing and diversifying its business portfolio demonstrates, inter alia, that there is demand for UNOPS services and recognition of the added value that UNOPS provides.

In 1997, the Office undertook a review of its business system and concluded that IMIS was compatible with its operational needs and should therefore be implemented.
