European traffickers accounted for around one half of the persons arrested worldwide in 1994 for trafficking in cannabis (see figure 12) and are reported to control much of the distribution of African cannabis resin in Europe.

3. Europe and the Middle East

Some of the shipments originated in Europe, Asia and the Middle East.

The Union is committed to the modernization of the Treaty on Conventional Armed Forces in Europe, which is the cornerstone of Europe apos s security.

Among those countries, 14 are located in western and central Europe, 7 in Asia and 5 in the Americas.

Establishing two Europes in one, rather than a two speed Europe, would allow Europe to organize itself in a lasting way. The more federal eurozone would be embedded in a larger union that cooperates on defense, foreign policy, climate change measures, and migration policy.

For example, in the largest European market, the United Kingdom, tea bags account for the bulk of the market.

During much of that time, my country had the honour to serve in the presidency of the European Union and thus was able not only to lead our internal work with a view to developing the European Union's positions on the various subjects under discussion, but also to present and defend European points of view during the debates conducted under the aegis of the Assembly presidency.

With regard to security in the Euro Mediterranean area, I would point out that, in the Barcelona Declaration of November 1995, the European Union and 12 countries of the southern and eastern Mediterranean undertook to promote and strengthen the peace, stability and security of the area.

The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

Since 1992 Poland has taken part in the Council of Europe apos s film fund Euroimages (a fund that supports film co productions within the European Union and partially finances the distribution of artistic European films).

Sweden participates in the ESA programme element (ARTES 9), which is part of a cooperation project between ESA, Eurocontrol and the European Commission aiming at a European contribution to a Global Navigation Satellite System.

An amount of 5,900 is provided in the budget for the repatriation of 30 troops within Europe.
