As of Wednesday's close, the light crude oil futures of New York Mercantile Exchange fell by 2.48 in September and the future price of crude oil in October in London Brent fell by 2.07 .

These may be either the best country prices or perhaps even international prices, but they are not local farm gate prices.

A good' year is a period when world steel export prices, FOB the foreign port, are selling at about 80 per cent of the US price.

A bad' year is when world steel export prices, FOB the foreign port, sell at less than 75 per cent of the US price.

In cases where the transaction value of export goods cannot be identified, the customs, after acquiring the relevant information and consulting with the taxpayer on the value, shall evaluate the customs value of the goods in line with the following sequence

I believe there is a very good chance that many of these futures markets will soon be predicting substantial price declines in some US cities over the next year. They will be in what traders call backwardation the future price in the market today is lower than the price of a home today.

In my ongoing quest to become better at forecasting, I began, a few years ago, to pay attention to the five year forward oil price as it compares to the Brent crude oil spot price, the price of a barrel of oil today. I suspect that the five year forward price is much less influenced by speculation in the oil market than the spot price, and more representative of true commercial needs.

Customs value of export goods will be identified by the customs on the basis of the transaction value of the goods and the transportation, related fees and insurance fees of the goods arriving at the departure point within the People's Republic of China but before loading.

Chapter III Determination of Customs Value of Import and Export Goods

The quoted prices in the active market refer to the prices, which are easily available from the stock exchanges, brokers, industry associations, pricing service institutions and etc. at a fixed term, and which represent the prices at which actually occurred market transactions are made under fair conditions.

Customs value of imported goods is determined by the customs according to the transaction value conforming to the terms and conditions in article 3 of this set of regulations and on the basis of the transportation and related fees and insurance of the goods up to the point they are to be unloaded at the destination within the People's Republic of China.

They thus pose a significant threat of inflation, and the uncertainty about their future course is likely to discourage investment.
