The product description for any food or food additive shall not contain exaggerated or false advertising.

Most analysts agree that ERAs are successful for goods and services that can clearly be specified, whose non price criteria can be quantified, for which switching costs (e.g. replacement of suppliers) are acceptable, and for which a competitive market exists.

The first group covers outputs and services that are specifically indicated and quantified in the programme budget.

Pursuant to this Act the agent responsible for the initial marketing (producer, importer) is required to verify that his goods conform to the relevant legal specifications and regulations.

Although Lysol was selected and indicated in the quotation requests as the product required, suppliers who might have offered different products were asked to provide specifications and details on composition, main ingredients and certificates of analysis, and to indicate whether the alternative product was sold on the European or American market.
