On 21 August, the Multinational Force turned over Camp Zulu in as Suwayrah, Iraq, in the central south sector, to the Iraqi army.

Iraq alleged that the claimant did not object to the confiscation of his stock by Iraqi authorities and that the claimant may have been a collaborator with Iraqi forces.

As a contributor to the Multinational Force, the United Kingdom will continue to work in close partnership with the Iraqi Government, assisting its efforts to ensure that Iraqi forces assume full responsibility for security and stability in Iraq as soon as possible.

In the face of that violence, Iraqis have been increasingly willing to assist the Iraqi and multinational forces.

Accordingly, joint headquarters have been established at the national and provincial levels to coordinate multinational force, Iraqi Ministry of Defence and Iraqi Ministry of Interior operations.

Turning to progress in training the Iraqi security forces, the Iraqi Government, working with the Multinational Force, has identified a force structure to meet Iraq's needs for internal and external security.

Iraqis continue to volunteer in large numbers to serve their country in the Iraqi security forces.

Iraqis also continue to volunteer for the ranks of the security forces, and those forces are assuming increased responsibility.

The Government had asked for a 12 month extension for the mandate of the multinational force in Iraq.

Even as the Multinational Force helps build and train the Iraqi security forces, Iraqi forces are employed in active combat operations.

The Multinational Security Transition Command and the Iraqi Ministries of Interior and Defence continue to work closely to recruit, train and equip Iraq's security forces.

As indicated earlier, nine claim files were transmitted to Iraq because the situs of all or some of the claimed losses was in Iraq, and one claim was transmitted to Iraq because the claimant claimed for losses relating to an invoice issued by an Iraqi party.

The multinational force is committed to staying the course in Iraq and will continue to assist the Iraqi Government in providing security.

In the long run, Iraqis want to defend themselves, and the multinational force is making progress in its goal of helping Iraqi security forces move towards self reliance.

In spite of the volatile security environment, we urge the Iraqi Government to do its utmost to ensure full respect for human rights by all Iraqi authorities, including the Iraqi security forces and the Iraqi police.

Key goals for the multinational force are to develop increasingly capable Iraqi security forces and to transfer more and more security responsibilities to them.

Finally, the Multinational Force and the combined efforts of the Multinational Force and Iraqi security forces continue to provide a shield for democracy to take shape, evolve and take hold in Iraq.

The War Against Iraq s Children

Strengthening the education and training of Iraqi security and police forces is central to building a sustainable Iraqi capability to ensure a stable and secure Iraq.

The resolution will allow the Iraqi security forces to assume full responsibility for maintaining long term stability and security in the country, permitting the multinational force to fulfil its mandate and fully to withdraw from Iraq.

Reiterated the importance of bringing to justice all those in the leadership of the previous Iraqi regime who have committed crimes against humanity to the Iraqi people and war crimes against Iran and Kuwait.

The Force and the coalition, in close coordination with the Iraqi Government, are helping to strengthen Iraqi law enforcement, justice, and corrections systems as well.

The Government of Iraq and the MNF are developing a security plan to set forth the conditions necessary for transfer of security responsibility from the MNF to the ISF.

The Multinational Force will continue to pursue that important task, as well as all other aspects of its mandate, as it works with the Iraqi Government to maintain security and stability in Iraq.

The United States Embassy and the multinational force leadership continue to attend, at the Iraqi Government's invitation, Iraq's Ministerial Committee on National Security, which sets the broad framework for Iraqi security policy, consistent with resolution 1546 (2004).

The multinational force will not remain in Iraq any longer than necessary, but nor, consistent with the Iraqi request, will it leave until the Iraqis can meet the serious security challenges they face.

Together, we will build towards the day when the Iraqi forces assume full responsibility for the maintenance of security and stability in Iraq.

The performance of Iraqi security forces demonstrates growing capability and testifies to the successful continuing cooperation between the Iraqi Government and the multinational force.

In addition to training Iraqi security forces, the multinational force continues to conduct the full spectrum of military operations in order to contribute to the maintenance of security and stability in Iraq.

Iraqi army units continue to assume security responsibility in the western region.

Given the amount claimed, the fact that the situs of the alleged losses was Iraq and that Iraq was a party to the contracts that are the subject of some portions of the claim, the Panel directed that the claim file be transmitted to Iraq for comments.

From the middle of 2014 to the middle of 2015, the United States Central Command's most senior intelligence leaders manipulated the command's intelligence products to downplay the threat from ISIS in Iraq.

The Security Council also notes the commendable role played by the Iraqi Security Forces and the Multi National Forces Iraq in providing security to the elections.

The Council welcomes the statements recently made by Iraqi leaders in this regard, and strongly encourages the Transitional Government of Iraq and the Transitional National Assembly of Iraq to reach out broadly to all segments of Iraqi society, with a view to promote genuine political dialogue and national reconciliation and to ensure that all Iraqis are duly represented and have a voice in the political process and the drafting of the Iraqi Constitution.

The members of the Security Council welcome the Iraqi elections completed yesterday, 30 January 2005, and congratulate the Iraqi people on this positive step in the political development of Iraq.

The newly elected Government of Iraq, and the Iraqi people, pay tribute and express gratitude to the multinational force for its contribution towards establishing security in our country.
