Thus, when such a recommendation is received by the Procurement Division (which should be in exceptional circumstances only), the procurement officer must carefully evaluate and scrutinize the desirability and propriety of including the recommended supplier on the invitee list.

The countries surveyed appear not to have developed specific regulation of the conduct of third party ERA service providers, apart from a general requirement that an external provider has to carry out the procurement function on behalf of a government agency in accordance with existing procurement procedures, process and requirements.

However, unless the procurement officer is fully satisfied that the recommended supplier will bring special knowledge or expertise that will be beneficial to the proposed procurement as opposed to being merely an addition to an already satisfactory and sufficient list of potential invitees, the recommended supplier should be excluded.

(d) Organize and maintain a vendor database in the Reality system, issue purchase orders and coordinate it with the database in the Sun accounting system

Procurement policies should apply to suppliers from all regions and should be geared towards increasing the participation of suppliers from developing countries.

Thresholds in the value of individual purchase orders and contracts determined whether they could be placed without calling for quotes from suppliers (cases up to 25,000 in value), whether they should be subject to competitive bids (cases from 25,001 to 150,000 in value) or whether they should be submitted to the Committee on Contracts for approval (cases above 150,000 in value).

40. The Board noted that the Purchase and Transportation Section of the United Nations Office at Geneva is currently considering new procurement practices to provide more flexibility for small purchases below an agreed threshold and a volume purchase agreement to supply all other such purchases on the basis of a monthly invoice.

The system also provides other details for statistical purposes, such as the name and origin of the supplier, number of requisitions, purchase orders issued, their values and whether or not they were reviewed by the Headquarters Committee on Contracts.

29.
