Right to health and health services

Services include prevention, health promotion, early intervention, diagnosis, treatment, rehabilitation, supportive services, and palliative care services.

The Committee recommends that the State party strengthen education programmes on sexual and reproductive health and support sexual and reproductive health services.

The effective inclusion of family planning in the minimum package of health services

The Committee is concerned at the lack of sexual and reproductive health care services in the State party.

For example, the Agreement for the Complementarity of Services between the health and social services network and the education network deals with all aspects of intervention with respect to the development of young people, e.g., fostering health and well being, education, prevention, adjustment and rehabilitation services.

Funds must be available for prevention, in particular sexual and reproductive health services, treatment, care and research.

Within the regular health system, these activities are aimed at strengthening the capacities for providing health services to the young in many areas (reproductive health, mental health, nutrition, etc.).

In the Federation of Bosnia and Herzegovina, health care is organized through the health insurance fund, the primary, secondary and tertiary health care services.

They emphasized the importance of affected populations having access to reproductive health.

Leaving the provision of reproductive health services to market forces will mean that not everyone may have access to reproductive health.

In 2001, Emergency Health and Emergency Social Services were combined under one Director of Emergency Health and Social Services with sole signing authority for emergency disasters.

A comprehensive plan for children's mental health services is being developed.

Average Agency expenditure on health in 2004 was 14.6 per capita1 for the range of Agency health services comprising outpatient medical care, laboratory and radiology support services, maternal and child health care, family planning, school health services, disease prevention and control, dental care, and physical rehabilitation and hospitalization services.

Information and access to reproductive health services, especially for adolescents, should therefore be improved.

Adoption of the necessary policies and measures to provide reproductive health, child health and adolescent health services and services for women of childbearing age, in order to ensure safe maternity and healthy children, and to guarantee access to preventive and curative health services, including examinations for early detection of contagious diseases and hereditary disorders

Basic services continue to deteriorate, particularly in the health, water and sanitation sectors.
