As shown in the attached annex, by 31 January 1997, 29 Member States had paid in full their regular budget assessments while only 24 Member States had paid in full by January 1998.

The Court of Appeal held that the buyer had originally agreed to pay advance payment for the full quantity of the wood originally agreed upon, i.e. 500 cubic metres, and that, therefore, the reduction in the advance payment sum constituted a breach of contract.
