The PHPN establishes the right of the woman in labor to have a companion or attendant present during labor and free visiting hours for her partner.

The PHPN requires at least six medical consultations and routine laboratory exams during the prenatal period, in addition to required procedures for adequate assistance during labor and birth.

Also, looked at from the standpoint of the person who attended the delivery, 42.9 per cent of the women who died were attended by a birth attendant (midwife), while only one third of maternal mortalities occurred in deliveries attended by a doctor.

The departments of this region have historically had the highest maternal mortality.

In 2002, 16 women had their babies at checkpoints and 11 babies died.

Childbirth entitles every woman to suspend work for fourteen (14) consecutive weeks, of which eight (8) after delivery.

The Palestinian Ministry of Health registered an increase of 7.9 per cent in home deliveries in the West Bank (against 0.5 per cent in the Gaza Strip) for 2005, indicating that Palestinian women preferred to give birth at home, thereby avoiding the risk of being delayed at checkpoints.

In 2000 2001, 31 pregnant women delivered at checkpoints and 17 of the babies died.

Such suspension may be extended by three (3) additional weeks in case of illness which has been duly certified and is the result of pregnancy or childbirth.

With respect to hospital births, during the reporting period the Ministry of Health set targets for the provision of health care to pregnant women under the Enhanced Economic Growth and Poverty Reduction Strategy. The following table shows the progress made towards these targets.
