The aim of the concept Equal Opportunities for Everyone is to outline guidelines for creating equal opportunities for all members of the society, including persons with disabilities, to participate in the social processes of the country considering the person's age, gender, social and cultural factors.

The traditional methods are training in specialized centres, training in the workplace, training by mobile teams and distance training, to which computers and technological aids have recently been added.

Under the programme 700 persons receive free training to acquire a profession, additional training and professional qualification and retraining.

At the country level, the programme identifies promising entrepreneurs and provides them with training to strengthen their entrepreneurial talents (i.e. based on personal qualities such as the entrepreneurial traits referred to above) and business skills.

Based on recent consultant recommendations, appropriate income generating and vocational training activities will be encouraged.

To that effect, ESCWA produced a trainers manual in Arabic on starting your own business.
