The main difficulties faced by SMEs in implementing an EMS relate to lack of awareness of environmental issues, the initial environmental assessment, devising appropriate policies and programmes to implement the EMS, the actual implementation of the EMS, and problems related to environmental auditing.

Following the Conference, a new system of environmental legislation had been created and a Strategy for a National Environmental Policy and a National Environmental Action Plan had been elaborated.

Since 1999, UNEP has been working closely with the secretariats of multilateral environment agreements and the World Trade Organization to build synergies between the multilateral environmental and trade regimes.
