Let us not forget what START I has already achieved, what START II offers, and what START III promises.

Steps should be taken to re examine and further reduce existing arsenals of strategic and sub strategic nuclear weapons.

Norway welcomes the Strategic Offensive Reductions Treaty between the United States of America and the Russian Federation on further reductions in strategic nuclear warheads.

I certainly support the START vote.

From 1 January 2000 to 1 January 2005 it had reduced its strategic nuclear forces by 357 delivery vehicles and 1,740 nuclear warheads.

It was agreed that Russia and the United States will embark on negotiations for the START 3 agreement immediately after the START 2 Treaty enters into force.

Such reforms could not be based exclusively on a strategy of budgetary cuts.

While welcoming reductions in strategic nuclear warheads, Norway underlines the need for verifiable, transparent and irreversible reductions.

They clearly outlined the path towards further reductions in strategic offensive arms.

I would submit that the star gazers are those who want this body to wait for START II and START III before contemplating any multilateral action on nuclear disarmament.

The next agreement between Russia and the United States of America, on reducing strategic arms by practically half START 2 is before the State Duma of the Russian Federation for consideration.

Work has been ongoing in particular in the area of reductions of non strategic nuclear weapons.

In part, our two Presidents agreed that after START II enters into force, the United States and Russia will immediately begin negotiations on a START III agreement.

The Strategic Offensive Reductions Treaty represents an important contribution to the implementation of article VI.

In the United Kingdom apos s view, the next steps are clear enough the ratification of START II by Russia, the implementation of START II, the negotiation of a bilateral START III between the two States who still possess the vast majority of nuclear weapons in the world.

We call upon all States possessing non strategic nuclear arms to include their reduction and ultimate elimination in the overall nuclear arms reduction and disarmament process.

Japan highly values the Treaty on the Reduction and Limitation of Strategic Offensive Arms, which should serve as a step for further reductions in the number of Russian and United States strategic nuclear warheads.

That agreement, once implemented, would reduce the number of deployed United States and Russian strategic warheads to a level of 2,000 to 2,500. This would constitute approximately an 80 per cent reduction from peak cold war levels and go significantly beyond START II, which already requires reductions of more than two thirds.

A significant new step towards nuclear disarmament was the Treaty between the United States and the Russian Federation on Strategic Offensive Reductions (Moscow Treaty), which provided for each party to reduce the aggregate number of its strategic nuclear warheads.

National drug strategies based on a balanced approach, whereby demand reduction and supply reduction are inseparable, mutually reinforcing elements of those strategies, are being increasingly adopted by Governments.

The reductions in the numbers of deployed strategic nuclear warheads envisaged by the Treaty of Moscow represent a positive step in the process of nuclear de escalation.
