This is the eighth such report by the North Atlantic Treaty Organization (NATO), covering the period from 6 June to 31 August 2005.

I have the honour to convey the attached communication, dated 6 October 2005, which I received from the Secretary General of the North Atlantic Treaty Organization (see annex).

135. NAFO reported that its General Council had been working on the problem of non Contracting Parties fishing in the NAFO regulatory area and, as a result, had adopted a Scheme to promote compliance by non Contracting Party vessels with the conservation and enforcement measures established by NAFO .

Please find enclosed herewith the text of a letter and its annex dated 8 February 2005 that I received from the Secretary General of the North Atlantic Treaty Organization.

I represent an institution, the North Atlantic Treaty Organization (NATO), which is 56 years old, almost as old as the United Nations.

The North Atlantic Treaty Organization could provide some guidance in this respect, drawing on its automated reporting system.

For the last two years Belarus has displayed a firm stance against the expansion of the North Atlantic Treaty Organization (NATO) as a military bloc.

The scheme presumed that a non Contracting Party vessel sighted engaging in fishing activities in the NAFO regulatory area was undermining the NAFO conservation and enforcement measures.

Contracting Parties had to report the results of inspections to NAFO and all Contracting Parties.

It was abhorrent that in the intervening period the dangerous doctrine of the use of nuclear weapons against non nuclear weapon States had been officially proclaimed by the United States and the North Atlantic Treaty Organization (NATO).

39. In its response dated 23 June 1998 to the Secretary General, the North Atlantic Salmon Conservation Organization (NASCO) indicated that it was not aware of any fishing with large scale pelagic drift nets within the area covered by the Convention for the Conservation of Salmon in the North Atlantic Ocean.

268. In the north west Atlantic, the Northwest Atlantic Fisheries Organization (NAFO) at its nineteenth annual meeting (St John s, Canada, 15 19 September 1997) adopted a resolution introducing a scheme to promote compliance by non Contracting Party vessels with the conservation and enforcement measures established by NAFO, in view of the seriousness of non Contracting Party fishing activities in its regulatory area.

136. NASCO advised that there had been no recent reports of unauthorized fishing for salmon on the high seas within the Convention area.

In this regard, reference was made to discussions between the North Atlantic Treaty Organization (NATO) and the United Nations in 1992 and 1993, which resulted in a better understanding of a common format for reporting military spending which is currently being reviewed.

269. According to the scheme, a non Contracting Party vessel which has been sighted carrying out fishing activities in the NAFO regulatory area, or engaged in any transshipment activities with another non Contracting Party inside or outside the regulatory area, is presumed to be undermining NAFO conservation and enforcement measures.

In this respect, they agreed to enhance their cooperation in the military sphere, both bilaterally and in the framework of the Euro Atlantic Partnership Council and the Partnership for Peace programme supported by the North Atlantic Treaty Organization.

We are for NATO and EU, but we want to join with our heads up, not through the service door Kavadarkov said.

104. NASCO advised that there had been no recent reports of unauthorized fishing for salmon in zones of national jurisdiction within the Convention area.

In December 2004, in Brussels, the Russian Federation and the North Atlantic Treaty Organization (NATO) had signed an agreement that defined the legal and organizational parameters of the Russian Federation's involvement in the NATO counter terrorist operation Active Endeavour in the Mediterranean area.
