It is more than a civil war between a Government and rebel movements.

The rebel movements in particular must take responsibility for their actions over the past month.

(d) Rebel armed groups. They include forces of the Sudan Liberation Movement, the Justice and Equality Movement and the Movement for Reform and Development.

Over this period, the rebel movements have become less cooperative in the talks.

The position of the rebel movement has always been total rejection of that position.

Conduct of an insurrectional or other movement

In turn, the rebel movements should refrain from attacks on the police and on towns and infrastructure.

Of the two movements, it appeared that SLA was more often the instigator of the clashes.

Divisions within the rebel movements, particularly SLM A, are likely to be a challenge during the talks.

At the time of the signing of the communiqué, the armed rebellion launched in Darfur by the Sudan Liberation Movement Army (SLM A) and the Justice and Equality Movement (JEM) had been under way for almost 18 months.

Seventh, the rebel movements should commit themselves not to block or disrupt peaceful seasonal movements of nomadic tribes and their cattle.

Third, after Nairobi, both the Government and the rebel movements should exercise full restraint no attacks, no retaliation.

To thwart the JVP military offensive, the State launched a generalized counter insurgency campaign and the armed forces and the police appear to have been given wide latitude of action to eliminate the rebel movement and restore law and order in any way they saw fit.

Is it a mutiny?

The other good news is that quite a few leaders of the rebel movements really do care about the people whom they claim to represent.

In most cases, Government forces were on the defensive as the rebel movements conducted small scale attacks against Government convoys or small units of army or police personnel.

This was evidenced in clashes between the Government and the rebel movements, banditry, livestock thefts and the harassment of civilians and relief workers.

A key indicator of progress is the Iraqi security forces' role in the recent counter insurgency campaign in Tal Afar.

The Revolt of the Meritocrats

19. The operational environment in rebel held areas was negatively affected by the expulsion by SPLM in September 1997 of Action Contre la Faim (ACF), an NGO member of the southern sector consortium.

The Government and the rebel movements must work towards an early settlement and must cooperate fully with the African Union Mission in the Sudan.

That may include tribes that have thus far been beyond the control of the Government or the rebel movements and that have been fighting to protect their own interests.
