The stalemate we are witnessing in the Conference on Disarmament and the Disarmament Commission is a clear reflection of the situation in the world of disarmament.

The Committee notes that the report does not fully conform to the Committee's guidelines for the preparation of initial reports and lacks information on practical aspects of implementation of the Convention's provisions.

The updated human resources requirements show a reduction of 1,062,800 in comparison with the initial liquidation budget of 2,061,000 presented in document A 59 637 and provide for the phased drawdown of 136 civilian personnel (38 international staff, 90 national staff and 8 United Nations Volunteers), as compared with 213 civilian personnel (78 international staff, 119 national staff and 16 United Nations Volunteers) proposed in the initial liquidation budget.

Such a process could also benefit the work of other sanctions committees.

Although the above mentioned measures have had a positive impact on staff morale, they are not sufficient to motivate staff to remain with the organization until notification that their posts are being abolished or until the completion of the mandate.

We also thank the Committee's Analytical Support and Sanctions Monitoring Team for its work to improve the effectiveness of the sanctions regime.

As a result of a review process of all employees, the staff of the Agency was cut by 307 persons by the start of 2005.

The Court concluded that the Canadian Human Rights Act applied to all employees of federal administration, including those that work for Parliament.

In follow up to resolution 59 95 on improving the effectiveness of the methods of work of the First Committee, the Committee successfully implemented an interactive model of its work by hearing presentations on various disarmament and international security issues, including the United Nations regional centres for peace and disarmament, the United Nations Institute for Disarmament Research and the Advisory Board on Disarmament Matters.

The programme of work also emphasizes strengthened cooperation between the CTC and the Al Qaida sanctions Committee, as well as with the Committee established pursuant to resolution 1540 (2004).

7. Encourages the First Committee to introduce presentations of, and focus discussions on, reports on the work of expert groups, the United Nations regional centres for peace and disarmament, the United Nations Institute for Disarmament Research and the Advisory Board on Disarmament Matters initiated by the Committee

The ruling dealt with early retirement arrangements for the Fund's employees, which provided preferable benefits to male employees up to the age of 65, whilst granting female employees these provisions benefits only up to the age of 60.

Targeted sanctions lists have been drawn up by and continue to play an important role in the work of the Al Qaida and Taliban sanctions Committee, the Liberia sanctions Committee and the Security Council Committee established pursuant to resolution 1518 (2003), which is concerned with individuals and entities associated with the former Government of Iraq.
