The NI Unit of OHCHR continues to act as the secretariat of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC), providing it with relevant information, facilitating the holding of its meetings and assisting in its accreditation process.

To date, the ICC has accredited 50 NIs to form what is known as the Group of NIs of the ICC.

The NI Unit has established closer linkages with the Office of the Commissioner for Human Rights of the Council of Europe as the focal point for the Council's work on NHRIs.

The Group comprises NIs which complies with the Paris Principles, as determined by the ICC, with only one NI per State eligible to be a voting member.

The NI Unit provided support to the meeting of the Coordination Committee of African Human Rights Institutions (CCANI), held on 12 April 2005 in parallel to the ICC meeting.

(b) National institutions and regional arrangements

Documents E CN.4 2005 L.10 and addenda will contain the chapters of the report relating to the organization of the session and the various items on the agenda.

Several coordinating bodies have been set up in the recent past to cooperate with LAPAN, for example, the National Coordinating Agency for Disaster Management.

Mr. Kjaerum also spoke in his capacity as Chairperson of the Danish National Human Rights Commission and of the International Coordinating Committee of national human rights institutions.

OHCHR co organized the Seventh International Conference of National Human Rights Institutions which was held in Seoul from 14 to 17 September 2004, with the Korean National Human Rights Commission and the International Coordinating Committee of National Human Rights Institutions, with the financial support of the Asia Pacific Forum of National Institutions and the Agence intergouvernementale de la Francophonie.

Noting with appreciation the existence of the regional human rights networks in Europe, and the continuing work of the Network of National Institutions for the Promotion and Protection of Human Rights in the Americas, the Asia Pacific Forum of National Human Rights Institutions and the Coordinating Committee of African National Human Rights Institutions,

However, while national space coordinating bodies were needed at senior levels to set policy, not every country needed a space agency.

The CCD National Coordinating Bodies will be put on notice to play the main coordinating role in their respective countries.

Norway will continue to support the strengthening of field coordination structures, including the leadership of the humanitarian coordinators and the role of the country teams, which, where appropriate, should include all Inter Agency Standing Committee members.

The Paris Principles highlight the importance for NHRIs to engage in the international human rights treaty body process.

The UNDAF and the United Nations Water inter agency mechanism for coordinating activities among agencies are promoting more coherent approaches at the global and country levels.

It is the only organ of the United Nations explicitly mandated by the Charter to coordinate the activities of the specialized agencies and to consult with non governmental organizations.

Any NI seeking membership of the ICC Group of NIs is to apply to the Chairperson of the ICC, providing specific information as prescribed by the ICC rules of procedure.

Since 2003 the NI Unit has maintained, with the support of the Danish Institute for Human Rights, a website on NHRIs (www.nhri.net).

The NI Unit of OHCHR, in consultation with the ICC, is working to strengthen the work of the Sub Committee.

I should like to underline that the national institutions which will take the floor are not all necessarily those which have been accredited by the Credentials Sub Committee of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC) as being in conformity with General Assembly resolution 48 134 of 20 December 1993 (the Paris Principles).

From the institutional point of view, in accordance with the terms of the UNCCD, most of the countries have formally established their national coordination bodies (NCBs).

Independent human rights institutions have ongoing, advisory authority with respect to human rights at the national and or international level.

Official studies and authorized social surveys support that view.

The seventh International Conference of NHRIs was held in Seoul from 14 to 17 September 2004, hosted by the National Human Rights Commission of the Republic of Korea and co organized with ICC and OHCHR, with the financial support of the Asia Pacific Forum of National Human Rights Institutions (APF) and the Agence intergouvernementale de la Francophonie.

The Norwegian Space Centre, an agency of the Ministry of Trade and Industry, coordinates and manages the country's involvement in space activities.

A parallel event on Minority Rights and NHRIs was organized by the NI and Minority Units, including minority fellows, during the sixteenth session of ICC.

On 16 February 2005, the NI Unit participated in the meeting of the European Coordinating Group of National Institutions, hosted by the Commission nationale consultative des droits de l'homme in Paris, and met with the Agence intergouvernementale de la Francophonie to strengthen cooperation between the NI Unit and the Agence.
