It doesn't take much.

There are very, very few people who don't know now about what is happening in the Arctic.

In a few cases police had to be returned.

In some cases, positive measures of integration (but not assimilation) can best serve the protection of minorities.

However, the death penalty was very rarely carried out and, even then, only by presidential decree.

B. Situation of religious minorities

On a few occasions, the lynchings have been a response to crimes against life (7.5 per cent) or sexual crimes (4.2 per cent).

Although that was a crucial and difficult matter, in practice the issue of compatibility with the object and purpose of a treaty arose in a relatively small number of rather extreme cases.

Examples of this corruption inducing situation are found in authoritarian regimes where powers are concentrated in the hands of very few persons.

The active participation of minorities in political debate and decision making is vital to avoid a situation in which democracy degenerates into a tyranny of the majority.

The most extreme example of this is that in some cases, pain under the right circumstances can transform into pleasure.

24. In rare situations, it may not be possible to estimate, in whole or in part, the amount of an environmental liability.

It often happened that the language of the minority disappeared while the minority itself survived.

Where there is a large linguistic minority within the country, the language of the minority is sometimes also an official language of the State concerned.
