31. On 26 April 1998, the Most Reverend Juan José Gerardi, Auxiliary Bishop of the Diocese of Guatemala and Coordinator of the Archdiocese Human Rights Office, was brutally assassinated in Guatemala City.

7. The assassination on 26 April 1998 of Monsignor Juan José Gerardi, Auxiliary Bishop of Guatemala and Coordinator of the Archbishopric s Human Rights Office (ODHA), shook both Guatemalan society and the international community.

329. The Ministry of Education and Higher Education has identified three areas with predominantly backward schools with less than 100 students which lack facilities to provide secondary education. These are (i) plantation areas (ii) remote areas, particularly in the dry zone and (iii) disadvantaged areas in the principal cities.

The project is designed around five strategies community mobilization, action on supply of education, action on demand for education, teachers training and community participation.

27. The Jammu and Kashmir conflict has also, owing to anti Hindu extremism, resulted in the expulsion of Hindus and their settlement in refugee camps.

States from California to Texas now routinely collect previously local property taxes to fund schools, and then redistribute them to local school districts. Many believe that the reduction of local control over the schools as a result of the elimination of local financing has been a major contributor to the poor performance of some American schools.

Community education projects had also been set up with a view to promoting pre school education in rural areas, reducing the school drop out rate, and providing better nutritional and health care in rural areas, as well as promoting education in matters relating to family life.

Primary education was mandatory and education was the task of the State and territorial communities, which must provide accessible free education for all.

There are differences between agricultural and urban zones in respect to the degree of educational achievement the ratio of the population without any level of education is lesser in the urban areas than in the agricultural ones.
