27. The United Nations Environment Programme (UNEP) has focused on the promotion of regional cooperation on the environment in its cooperation with OAU, mainly through providing support to the African Ministerial Conference on the Environment (AMCEN).

The Board of auditors has audited the operations of the Fund of the United Nations Environment Programme (UNEP) at the headquarters of UNEP at Nairobi, the UNEP Regional Office for Asia and Pacific at Bangkok and the Regional Coordinating Unit for the East Asian Seas Action Plan at Bangkok.

The stations will serve the information management needs of national and regional environment authorities, as well as UNEP headquarters and regional offices.

UNEP has also established a regional directory of environmental institutions, experts and data listed by country.

The CARICOM States wish to express appreciation for the ongoing work of the Regional Seas Programme of the United Nations Environmental Programme, through the Caribbean Environment Programme, which continues to assist in coordinating the region's implementation of the Cartagena Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region.

The pivotal role that UNEP plays in the protection of the environment dates back to 1992, when Agenda 21 was adopted at the United Nations Conference on Environment and Development.

SPREP is a regional organization established by Governments and organizations of the Pacific subregion to look after its environment.

The needs assessments are followed up with capacity building in areas ranging from the clean up of hot spots, through the strengthening of environmental governance and the institutions and the development of legislation, up to the promotion of regional and global environmental cooperation, and support for environmental information, environmental impact assessment and integrated environmental assessment reporting.

The overall security climate in the subregion is of concern.

These include but are not restricted to activities in the field of environmental financing, multilateral environmental agreements, post conflict assessment and support, environmental financing, South South cooperation, information management, urban environmental management and improved cooperation with the international finance initiatives and region and country driven programmes.

The Rector and the Executive Director of UNEP exchanged letters in 1995 in which they agreed to promote further collaboration in the field of training in environmental law, research related to its implementation and compliance with environmental accords.

A new Ministry of Environment and Housing has been created, which brings together the portfolios of land, physical planning, shelter and environment in a coordinated relationship.
