Provision of 920,000 is made for the transport of contingent owned equipment to the mission area.

The new contingent owned equipment arrangements have also been partially introduced in six other missions UNDOF, UNFICYP, MINURSO, UNPF, UNAVEM III and UNAMIR.

Three options for providing the technology to missions may be considered (a) to lease the technology from commercial surveillance contractors (b) to purchase the technology and provide it to contingents as United Nations owned equipment on issue on a loan basis and (c) to use the contingent owned equipment mechanism and reimburse troop contributing countries for the use of equipment.

42. The new contingent owned equipment arrangements have been introduced in six missions UNTAES, UNPREDEP, MONUA, UNOMIG, MIPONUH and UNSMIH.

The Section reviews, verifies and processes claims from troop contributing countries in respect of spare parts, supplies and services and reimbursement for the use of contingent owned equipment.

The provision of 122,400 was based on the estimated monthly cost of 10,200 for spare parts, supplies and maintenance of UNSMIH and contingent owned communications equipment.

The provision of 27,000 has been fully obligated to cover the potential costs of reimbursement to troop contributing Governments for the use of contingent owned vehicles and other equipment.

The provision of 21,319,600 has been fully obligated to cover the costs of reimbursement to troop contributing Governments for the use of contingent owned vehicles and other equipment.

The Organization owed over 100 million to Member States for troop and equipment costs from the six closed missions.

It should also be noted that significant amounts of equipment currently in use in long established missions have been fully paid for under the previous procedures for contingent owned equipment.

The unutilized balances were partially offset by additional requirements arising primarily from the conclusion of contribution agreements with UNSMIH troop contributors for the provision of contingent owned equipment, supplies and services under the wet lease and self sustainment arrangements.

The new contingent owned equipment arrangements will be introduced with respect to the newly established United Nations Mission in the Central African Republic (MINURCA).

The increase is attributable to requirements in respect of the additional contingent personnel, including reimbursement for troop costs and major equipment, emplacement of troops, rations and freight and deployment of contingent owned equipment.

97. In 1998 1999 the Contingent Owned Equipment Claims Unit will process claims from troop contributing countries in respect of contingent owned equipment, goods and services for ongoing missions and those under liquidation.

33. Many delegations expressed concern regarding the delay of reimbursement of troop contributions and the provision of contingent owned equipment, and urged that the matter be rectified expeditiously.

This has been estimated on the basis of a retroactive application of the new contingent owned equipment arrangements.

(c) The contingent owned equipment control system is envisaged to provide for the on line reporting, processing and actioning of the prescribed policies and procedures concerning the reimbursement and control of the contingent owned equipment of troop contributing countries participating in peacekeeping missions.

The troop contributing country is entitled to reimbursement for providing this support. Dry lease refers to a contingent owned equipment reimbursement system whereby the troop contributing country provides equipment to a peacekeeping mission and the United Nations assumes responsibility for maintaining it.

There were no other requests for reimbursement under the new arrangements for contingent owned equipment for those two missions.

Of these, it is assumed that there will be an actual requirement to mount one new small mission (up to 200 observers per year, and one new medium sized mission (up to 3,000 troops in contingents) every two years.

Significant progress has been made in the preparation of UNMIS team sites.

10. Most purchases of foreign exchange for peacekeeping operations, for which competitive bids are obtained, are made for reimbursing Member States for troop costs or contingent owned equipment.

Reduced requirements under communications spare parts and supplies are a result of contingents providing for maintenance of communications equipment under the wet lease arrangements for reimbursement of contingent owned equipment.

In its related report, the Committee stated its opinion that the new contingent owned equipment procedures should not apply in the case of ONUMOZ.

8. The Advisory Committee questions whether the new procedures for contingent owned equipment should apply to missions whose mandates had terminated before the procedures came into force.

It also provides for requirements for the repatriation of contingent owned vehicles until January 1998 and the retention of 149 contingent owned vehicles for the military task force for the period from February to June 1998.

As for allegations that troops of the Russian Ministry of Interior had resorted to the use of electric shocks, the Government emphasized that these units had not been provided with such equipment.
