Article 4 (a) provides that quot the Fund shall be administered by the United Nations Joint Staff Pension Board, a staff pension committee for each member organization, and a secretariat to the Board and to each such committee quot .

The Working Group of the Commission on Human Rights continues its work with the aim of submitting a final text to the Commission by its fifty fifth session.

The Staff Union in New York, as well as the Coordinating Committee for International Staff Unions and Associations, and the Federation of International Civil Servants' Associations, are also involved in this review.

Moreover, increasing the work of the Committee might adversely affect the quality of the Committee's own work.

62. With respect to the Working Group s proposal on linguistic balance in the secretariat, the Commission concurred that it was essential for international staff to be proficient in the working official languages of their organizations, and for ICSC secretariat staff to communicate with members of ICSC and with the representatives of the organizations and the staff.

The High Commissioner shall provide the staff required by the Committee and designate an officer of his staff to act as Secretary at its meetings.

Convinced that wider participation of States in the work of the Commission would further the progress of its work and that an increase in the membership of the Commission would stimulate interest in its work,

No increase is requested in the travel requirements for the Chief Executive Officer or his staff to attend sessions of the United Nations Joint Staff Pension Board and to visit secretaries of local staff pension committees.

115. The Board noted that the ICSC secretariat did not have well defined staff norms, related to specified items of work, and work programmes only showed staff resources (work months) by activity.
