The Security Council convened at the level of Foreign Ministers on 25 September 1997 to consider the need for a concerted international effort for the promotion of peace and security in Africa.

75. Based on the recommendation of the 1996 Ad Hoc Inter Agency Meeting on Security, the Administrative Committee on Coordination approved measures developed by The Office of the United Nations Security Coordinator (in collaboration with the participating United Nations entities), such as streamlining the recruitment of Field Security Officers, sharing security related information, and development of a standardized system wide security training programme.

Those agreements constitute indispensable tools to secure international peace and security.

The Council is meeting in accordance with the understanding reached in its prior consultations.

10. The system wide arrangements for the security and safety of staff in the field, as developed by the Office of the United Nations Security Coordinator (UNSECOORD) and detailed in the Field Security Handbook, are very comprehensive.

2. ACC, in endorsing the reports of the high level meeting of CCAQ and the Ad Hoc Inter Agency Meeting on Security, reiterated the importance that it attaches to the issue of staff safety and security, and reaffirmed once again its commitment to improving the security of staff members of the United Nations system.

At the United Nations Road Safety Collaboration meeting, held in March 2005, this proposal was also agreed to.

The Security Council is meeting in accordance with the understanding reached in its prior consultations.

The Meeting was jointly organized by the National Security Council of Côte d Ivoire and ANAD.

United States Security Coordinator General William Ward was active in assisting Palestinian security sector reform and turned his attention to security coordination in preparation for the Israeli withdrawal.

As far as meetings of the Security Council and informal consultations of the whole are concerned, amend rule 37 of the provisional rules of procedure to allow participation of non members in informal consultations, as well as to allow fuller participation of non members in open meetings other meetings of the members of the Security Council will be left to the discretion of the members because they are not governed by the Council s provisional rules of procedure.

Under the terms of General Assembly resolution 58 269, the new programme on safety and security was submitted to the Committee for Programme and Coordination for its consideration during its session held at Headquarters from 6 June to 1 July 2005.3

The participants in that conference recognized the need to set up a mechanism for pan African consultation, through CISSA, on information and security.
