Some delegations wondered whether the need to impose sanctions always warranted the pain inflicted by them.

52. Following the imposition of sanctions, the Secretariat should be entrusted with the task of monitoring the effects of sanctions with a view to providing to the Security Council and its organs timely information and early assessments on the effects of the sanctions regime in third States that are or may be most seriously affected by the implementation of sanctions.

In 2002, the Swiss Parliament enacted the Federal Act on the Implementation of International Sanctions, which explicitly authorizes the Government to enact compulsory measures in order to implement sanctions that have been imposed by the United Nations, by the Organization for Security and Cooperation in Europe or by Switzerland's most significant trading partners.

In respect of all sanctions imposed by the Security Council including those pertaining to resolution 1455, the Government of Sierra Leone has consistently, as a first step, taken administrative measures to comply with the relevant measures imposed by the Council.

The Committee on Economic, Social and Cultural Rights has argued that such considerations must be fully taken into account when a sanctions regime is being designed that effective monitoring must be undertaken throughout the period when sanctions are in force and that the party or parties responsible for the imposition, maintenance or implementation of sanctions should take steps to prevent any disproportionate suffering being experienced by vulnerable groups within the targeted country.

Humanitarian considerations should be kept in mind when imposing sanctions and in the course of their implementation.

They should be lifted immediately once the danger to international peace and security to which they were a response had abated.

39. Clarifying statements and decisions by the sanctions committees are an important contribution to the uniform application of a given sanctions regime.

This means endorsing the objectives of sanctions, ensuring their implementation and contributing to efforts to make them more effective.

One of the major reasons economic sanctions have fallen short in the past is that not all countries have complied. Indeed, significant differences of domestic opinion in the imposing country often undermine sanctions as well.
