The Commission recalled that it had conducted comparisons in the late 1980s between the comparator and the common system of expatriate and non expatriate elements of remuneration.

Many valuable ideas along those lines were recently put forward at the annual informal retreat of members of the Security Council with the Secretary General.

The current General Assembly request seemed to imply that the degree of expatriation for staff with long service at one duty station was different from that of staff with shorter service who had worked at a number of duty stations, and that the problems associated with expatriation for the former group of staff were reduced over time.

115. The Board noted that the ICSC secretariat did not have well defined staff norms, related to specified items of work, and work programmes only showed staff resources (work months) by activity.

The International Civil Service Commission (ICSC) established a working group, in which UNICEF actively participated, to develop various options for compensating staff for service in hardship duty stations and for encouraging mobility.
