Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal mandate

Illegal trade in hazardous waste continues to occur in violation of the 1989 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

The illegal transboundary movement of toxic materials and chemicals and hazardous waste also threatens ecosystems and human health.

Decree No. 875, 19 July 1993, ratifies the text of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

The Act also covers domestic transfers of toxins and includes packing requirements for transfer of these biological agents and toxins as well as bio safety requirements for transfer.

Actions at the national, regional and global levels are needed to prevent and detect illegal trafficking of chemicals and hazardous wastes, including efforts towards the more effective application of international conventions relating to transboundary movements of chemicals and hazardous waste.

The States parties call for effective implementation of the IAEA Code of Practice on the International Transboundary Movement of Radioactive Waste as a means of enhancing the protection of all States from the dumping of radioactive wastes in their territories.

In this regard, the Conference recalls the resolution adopted by the Council of Ministers of the Organization of African Unity in 1991 (CM Res.1356 LIV ) on the Bamako Convention on the Ban on the Import of Hazardous Wastes into Africa and on the Control of Their Transboundary Movement within Africa.
