Assistance to smaller firms with little experience in investment projects abroad and with limited financial means is particularly important, especially in the first stages of the investment process.

While there are expectations of linkages, spillovers and crowding in of domestic investment, in practice these are often quite limited.

They convert investor intentions into actual investment and ensure continued satisfaction through the life of the investment ( aftercare ).

Reducing the budget deficit by limiting government spending and combating a culture of tax avoidance will increase total domestic savings available to invest. Convincing foreign direct investors that India is a reliable destination will increase the inflow of long term funds.

Limit or control production, outlets, investment or technical advances

Recent trends in FDI have highlighted the emergence of FDI from developing countries, particularly but not only from Asia.

Investment strategy is simply the long term allocation of monies among the various asset types and investment markets.

This has resulted in limited financing for investments needed for private sector growth, especially small and medium sized enterprises.

Until the 1990s, OFDI from the Republic of Korea was heavily restricted and was largely limited to resource development.

Resource constrained SMEs also did not benefit much from the increase in the cap on investment limit.

In fact, according to International Monetary Fund data, the current overall global investment rate, at 24.5 of world GDP, is near the top of its long term range. The issue is not a lack of overall investment, but the fact that a disproportionate share of it comes from China.

But, as Solow noted, investment has its limits, owing to diminishing marginal returns. Often, these limits are not binding, but, once capital deepening is exhausted, technological progress, which makes inputs more productive in creating final value, is the long run driver of growth.

No special qualification period has been established.

23. There is an urgent need for policies that will both inhibit the flow of volatile short term capital and encourage long term capital, especially foreign direct investment.
