The view was expressed that while it was necessary to provide incentives for more cost effective publishing activities (recommendation 17), that did not necessarily imply the need for a self supporting publications fund or account.

Such oversight could be carried out by empowering the Publications Board and its Working Committee to set overall standards and guidelines by which author departments would screen their publication proposals submitted to the Board.

Proposals for improvements to these measures form part of the project s output, reported in a series of publications.
