ITHACA In recent months, emerging economies have experienced capital flow whiplash. Given all this, the most critical policy question in emerging markets today is how to respond to inflows that will inevitably drive up their exchange rates and threaten export led growth.

New financial measures have been introduced whereby the Housing Fund of Finland has been able to access international capital in addition to the domestic investor market.

During the second half of last year, the 15 largest emerging market economies experienced the biggest capital outflows since the 2008 global financial crisis. And the aggregate foreign exchange reserves held by emerging countries declined for the first time since 1994, when they began the steep upward climb that has been a defining feature of the global economy during the last two decades.

It was also increasingly concentrated in a small group of 20 or so emerging markets which received over 90 per cent of total inflows of capital in the 1990s, compared to some 50 per cent before the outbreak of the debt crisis.
