Owing to better planning and close monitoring, the percentage of unliquidated obligations compared to total programmed activities has remained relatively stable, despite a considerable increase in activities.

At the end of the year in 2004, unliquidated obligations were 91.5 million or 8.7 per cent of total programmed activity, compared to 85.3 million or 9.0 per cent in 2003, and 78.5 million or 8.6 per cent in 2002.

The fast growing interest in and levels of co financing for UNCDF programmes further attest to the recognized value of the UNCDF approach.

13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

The operational reserve would be funded from general purpose resources ( 11.4 million) and from programme support funds ( 0.4).

Recommendation 2. Programme support activities should be funded from programme support resources and, as required, general purpose funds.

Programmes funded from other resources are normally fully funded before implementation begins therefore, the cash balance for other resources is higher than for regular resources.

Three main types of credit funds have been established in the Russian Federation, namely (i) those co financed by national and international private investors, (ii) federally funded schemes and (iii) micro credit schemes.

In addition to non core funding, UNCDF will strive to leverage other donor, government and private sector funding to support programme objectives.

All of those efforts and programmes require financial and other resources.

The programme has channelled resources to the loan fund, which has an average rotation of 3.75 times.

Distribution of resources is done on the basis of contracts with health care institutions, in such a way that funds follow the insured.

A fund raising proposal has been submitted to help fund and manage the Fellowship Programme.

That innovative approach had attracted significant funds from a new source, the Human Security Trust Fund.
