Special Rapporteur on the situation of human rights in Rwanda

These incidents were reported to have occurred primarily in north western Rwanda, but have also been reported more recently in central Rwanda.

157. The Special Rapporteur has continued to receive reports from the United Nations Human Rights Field Operation in Rwanda (HRFOR) on justice, legal reform and institution building in Rwanda.

The representative of Rwanda made a statement in response to the presentation of the Special Representative.

Their regular reports to Rwanda in Kinyarwanda, French and English have revolutionized the Rwandan people apos s perception of the Tribunal.

15. Welcomes the cooperation the Government of Rwanda has extended to the United Nations High Commissioner for Human Rights, the Human Rights Field Operation in Rwanda and the Special Rapporteur and the acceptance by the Government of Rwanda of the deployment of human rights field officers throughout the country

Fighting was also reported in Parwan and Laghman provinces.

83. The Special Representative encourages the Government of Rwanda to meet with its reporting obligations in relation to the international human rights conventions that Rwanda has ratified.

8. Notes with concern the human rights situation in Rwanda as described in the report of the Special Rapporteur, and urges the Government of Rwanda to take all necessary measures in response to the recommendations therein

The Special Representative on the Situation of Human Rights in Rwanda, Mr. Michel Moussali, made a presentation.

From 1995 to 1998 there has been no significant growth in the regular budget resources in dollar terms.

22. Moreover, HRFOR regularly raised its concerns with the Government of Rwanda in reports on the human rights situation in the country.

The President of the International Tribunal for Rwanda shall submit an annual report of the International Tribunal for Rwanda to the Security Council and to the General Assembly.

423. The Special Rapporteur made two urgent appeals to the Rwandan Government.

422. For an in depth analysis of the human rights situation in Rwanda, reference is made to the report submitted to the Commission on Human Rights by Mr. René Degni Ségui, Special Rapporteur on the situation of human rights in Rwanda (E CN.4 1997 61).

65. The aim of this report is to assist the Government of Rwanda in the promotion and protection of human rights.

Rwanda itself was not seen as newsworthy, and amazingly, genocide itself was not seen as newsworthy.

Mr. Kamanzi (Rwanda) We would like to thank the President of the International Criminal Tribunal for Rwanda (ICTR), Judge Erik Møse, for presenting the report of the Secretary General in document A 60 229.

The Prosecutor has also taken account of the mandate of the ICTR, as emphasized by Resolution 1503, to investigate reports of violations by the Rwanda Patriotic Front (RPF).

The Appeals Chamber has disposed of 30 appeals, from both this Tribunal and the International Criminal Tribunal for Rwanda (ICTR) since the last report.

The Special Representative hopes that a transparent report on developments in Rwanda will help the Government and the international community to enhance cooperation in the field of human rights.

67. In his report to the Commission on Human Rights (E CN.4 1998 60), the Special Representative submitted a number of recommendations to the Government of Rwanda on the basis of his first missions to Rwanda.
