1957 Economic Community Community Regional Binding Adopted

The original European Economic Community, created by the Treaty of Rome in 1957, was, as the name indicates, economic in nature. The Treaty itself was hard headed, grounded in the converging economic interests of France and Germany, with the Benelux countries and Italy rounding out the basis of a new European economy.

The European Community also declared that the Convention would apply, with regard to the competence of the Community, to the territories in which the Treaty establishing the European Community, as amended by the Amsterdam Treaty, was applied and under the conditions laid down in that Treaty, in particular its article 299.

26. Currently, the Programme on Promotion of Africa s Economic Cooperation and Integration through the establishment of AEC ( 2,151,322) has the objective of strengthening the regional economic communities and finalizing protocols as provided for in the treaty establishing AEC.

In 1992, a new Convention was signed by all the countries bordering on the Baltic Sea and by the European Economic Community.

These Territories have been included in the Treaty establishing the European Community since the accession of the United Kingdom on 1 January 1973.

By contrast with ordinary international treaties, the EEC Treaty has created its own legal system which, on the entry into force of the Treaty, became an integral part of the legal systems of the member States and which their courts are bound to apply.

The Monnet Schuman dream led to the 1956 Treaty of Rome, which established a small free trade area that was later expanded to form the European Economic Community. Establishing the EEC had favorable economic effects, but, like the North American Free Trade Area, it did not reduce national identification or create a sense of political unity.

The Treaty on the European Community, article 39, establishes five targets for this agricultural policy.

Rather, its component communities the European Community (EC) and the European Atomic Energy Community (Euratom) have traditionally performed such functions.

The European Court of Human Rights had no jurisdiction to pronounce on acts of the European Community as the Community was not a party to the Convention.

For this reason, and in order to protect the interests of the European Union, the Member States agreed to the Protocol drawn up on the Basis of Article K.3 of the Treaty on European Union to the Convention on the Protection of the European Communities Financial Interests.

In accordance with article 36, paragraph 3, of the Convention, the European Community made a declaration to the effect that it had competence in relation to articles 7, 9, 30 and 31, paragraph 2 (c), with some exceptions in accordance with the provisions of the Treaty establishing the European Community, as amended by the Amsterdam Treaty.

That provision did not violate European Community law, provided that it was interpreted according to the Community's legal standards.

The promotion of regional integration lies at the heart of the efforts of the Economic Commission for Africa (ECA) to attain sustainable economic development, in close cooperation with the African Union (AU) and in line with the treaty establishing the African Economic Community.

If the Commission so decided, the European Commission would consider replacing European Community with regional economic integration organization .

According to the Treaty Establishing the European Community, it is a shared goal of the EU member states to reduce unequal treatment of men and women and to promote gender equality.

Assistance should also be extended to regional integration processes, in particular the African Economic Community established by the Abuja Treaty.

III. EUROPEAN COMMUNITY

Nonetheless, efforts to establish political unity through a common army failed in 1954, highlighting that economic common ground was the key to European integration. And, indeed, the 1957 Treaty of Rome, which opened national borders within the new European Economic Community, enabled the rapid proliferation of intra European trade, thereby contributing to a shared economic recovery.

56. Kenya was committed to regional economic integration and cooperation a new chapter had been opened in that process in Africa with the entry into force of the Abuja Treaty establishing the African Economic Community in 1993.
