In 2004, more mountain areas were reached by the Mountain Forum thanks to the creation of the European Mountain Forum, which welcomes participation from individuals and organizations from seven main geographical areas in Europe, North Africa and the Middle East sharing the Mediterranean basin.

With regard to security in the Euro Mediterranean area, I would point out that, in the Barcelona Declaration of November 1995, the European Union and 12 countries of the southern and eastern Mediterranean undertook to promote and strengthen the peace, stability and security of the area.

5. It was during the Malta Euro Mediterranean Conference that the Government of Malta proposed the establishment of a Euro Mediterranean parliamentary partnership.

Greece joined its European Union partners in supporting the establishment of a nuclear weapon free zone in the Middle East and tightening non proliferation measures in the Mediterranean region.

It is in Europe s interest as much as it is in the interest of the region to accelerate the integration process. A reinvigorated accession process would contribute to the EU s consolidation, both territorially and politically, while strengthening its role in its wider neighborhood the Mediterranean, the Middle East, and around the Black Sea.

That Library received the Anna Lindh Euro Mediterranean Foundation award, whose goals include projecting the common heritage of the Mediterranean region by strengthening links and dialogue between the north and the south of the Mediterranean Sea.

This, in turn, will encourage development in African countries and facilitate their integration into the world economy.

Mediterranean and European security remain intimately and reciprocally linked.

Europe should shift its focus on immigration and security back to policies that reflect the original objectives of the Barcelona Declaration. The EMP s central goals were to advance a comprehensive partnership and political reform, and to create a common area of peace and stability, together with a Euro Mediterranean free trade area.

2. Of major significance to the region has been the Euro Mediterranean partnership, which was and continues to be a significant step in bringing together European and Mediterranean countries to comprehensively address the issues that still beleaguer the region.

Renewed attention will be given to the reconstruction of war torn areas and to cooperation with ECE member countries in the Mediterranean region, as well as neighbouring countries of the same region, where economic and social development will be essential to underpin the peace process in the Middle East and future cooperation between European and North African States in that area.

And 33 are spread between Europe, the Middle East and Africa.

Regional workshops were held in Algeria (for francophone Mediterranean countries), Bahrain (for Middle East countries), Botswana (for Eastern and Southern African countries), France (for Mediterranean countries), Slovenia (for East European countries) and India (for the Asian region).

In Asia, North Africa and the Middle East, Sub Saharan Africa and Europe, the trend in the abuse of cannabis is on the increase (see figure I).

Regional initiatives are under way in Mexico and in Central America, francophone West Africa, Southern Africa, Central and Eastern Europe, and South and South East Asia.

Those areas account for a rising proportion of both heroin and cocaine seizures made in Europe in the 1990s.

D. Northern Mediterranean

The coastal region Between the mountains and the sea

Under the Euro Mediterranean agreements, obligations similar to those under the Europe agreements, except in respect of the requirement to align competition rules, have been extended to trade between the European Union and several Mediterranean countries.

These issues came to the forefront in the Mediterranean context, where the Office has expressed its concern about the fate of migrants arriving from Africa and the Middle East in southern Europe.

Various forms of regional and subregional cooperation in Europe and in the Mediterranean basin were vital for complying with the spirit and recommendations of the United Nations Conference on Environment and Development.

The programme s particular focus was on Latin America and the Mediterranean area.

4. At the Second Ministerial Conference of the Euro Mediterranean Partnership, held in Malta in April 1997, ministers reaffirmed the importance they attached to the active involvement of parliaments in the Euro Mediterranean partnership.
