The risk of chemical weapons proliferation looms ever larger, particularly in view of the potential for terrorists to acquire chemical weapons and the materials for their production.

Nuclear disarmament can trigger progress in other weapon systems, be they conventional, chemical, biological or bacteriological weapons.

As a party to the Convention on the Prohibition of Chemical Weapons, Benin, which considers chemical weapons to be weapons of mass destruction, participates in meetings organized by the Technical Secretariat of the Organization for the Prohibition of Chemical Weapons on various aspects of the development, manufacture, stockpiling and use of chemical weapons and their destruction.

The international community has already dealt with biological and chemical weapons, which are now banned under the Biological Weapons Convention, which unfortunately lacks a verification regime, and the Chemical Weapons Convention, which will enter into force soon, unfortunately without the ratification of the countries which have the greatest stockpiles of these weapons.

Two entire classes of weapons that cause destruction on a massive and indiscriminate scale chemical weapons and biological weapons have been banned.

The 168 Member States of the OPCW implement the Chemical Weapons Convention by declaring, securing, and destroying, under international on site verification, any chemical weapons stockpiles.

Also in 1997, the Paris Convention on the Prohibition of Chemical Weapons entered into force and the Organization for the Prohibition of Chemical Weapons started its operations.

With regard to disarmament, we must reaffirm the necessity of working towards the elimination of weapons of mass destruction, whether nuclear, chemical or biological.

States parties to the Convention on Chemical Weapons should recommit themselves to achieving the scheduled destruction of declared chemical weapons stockpiles.

2. The Trinidad and Tobago Defence Force is not in possession of any weapons of aerial delivery or nuclear, chemical or biological weaponry, nor does it intend to acquire weapons of mass destruction in the future.
