The Indigenous Women's Projects provide specialized legal services to indigenous women. Some of the projects funded by the Community Legal Services Programme are located in mainstream community or women's legal centres, while others are stand alone services.

Lawyers for Human Rights has also been involved in so called street law projects, paralegal community education programmes originating in the University of Durban Westville. Street law projects train law students to train secondary school students on human rights, and at least 14 universities in South Africa now have street law project coordinators.

However, the law is now regulated by the 1996 Decree, which is considered by some cooperators to be contradictory to the law of 1994.

In some countries, the law governing privately financed infrastructure projects does not contain a specific provision on the extent to which the project agreement may be subject to a law other than the law of the host Government.

Multisectoral projects that include a component of drug control legislation, as well as subregional law enforcement projects with legal training elements, will be closely linked to the UNDCP global legal advisory programme under which legal advisory services and legal training are provided.

It is proposed to deal in a chapter with the issue of the law applicable to privately financed infrastructure projects and the possible implications of different laws applying to different aspects of the project.

The Legal Counsel and a representative of OIOS were present during the discussion.

In a number of countries the law requires that the project company be established as an independent legal entity (see below, subsection 2), while in some countries the law authorizes the award of a project to a consortium formed by the project sponsors.

In the opening section of chapter III it is proposed to discuss two issues concerning the general legal framework for privately financed infrastructure projects, namely, the legislative authorization for the host Government to undertake such projects and the legal regime to which they are subject.

The Office has also contributed to the funding of the legal research and legislation drafting projects for the Palestinian Independent Commission for Citizens Rights and the Bir Zeit University Law Centre, as well as the Commission s human rights monitoring project.

The Council is also envisaging a paralegal advisory project modelled on UNIFEM apos s paralegal project THEMIS in Porto Alegre.

If the General Assembly is to consider that technical legal item, it should do so in the Legal Committee, as it has for the past 15 years.

The Office of Legal Affairs of the Secretariat is encouraged to continue its efforts in this regard, including through its participation in the Global Legal Information Network project.
