The Committee welcomes the information that the age of criminal responsibility has been raised.

In the Hong Kong Special Administrative Region, more than 500 million Hong Kong dollars have been raised.

(a) In accordance with the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and after consultation with the government of the Hong Kong Special Administrative Region (SAR), the application of the Convention to the Hong Kong SAR requires prior enactment of domestic legislation by the Hong Kong SAR.

The Port Authority of Thailand (PAT) is the main agency responsible for management of two major international ports Bangkok Port and Laem Chabang Port, and for the supervision of two regional ports the multi purpose Ranong Port and Chiang Saen Port in the Southern and Northern provinces respectively.

The Committee reiterates its previous recommendation that in the Hong Kong SAR, the State party should improve coordination of its activities on the implementation of the Convention by developing and implementing a plan of action for the Hong Kong SAR.

The Committee is concerned that HKSAR lacks a clear asylum policy and that the Convention relating to the Status of Refugees of 1951 and the Protocol thereto of 1967, to which China is a party, are not extended to HKSAR.

The Committee urges HKSAR to amend its legislation to provide for the right to education of all school age children in its jurisdiction, including children of migrants without the legal right to remain in HKSAR.

The Committee is also concerned that according to the proposals made by the Hong Kong Home Affairs Bureau, the new law will not affect the existing immigration legislation in HKSAR.

In particular, the Committee regrets the position of HKSAR that it does not foresee any necessity to have the Convention and the Protocol extended to its territorial jurisdiction.

For a traditional port to port shipment, the port of loading is the place of receipt and the port of discharge is the place of delivery.

The 70 daily one hour short haul trains running between Guangzhou South, Shenzhen North, Futian and West Kowloon greatly facilitated the residents in Guangdong Hong Kong Macao Greater Bay Area to visit Hong Kong.

Some delegations suggested strengthening the role of port State control by requiring States to implement the FAO Model Scheme on Port State Measures directly, and through regional fisheries management organizations.

The Committee is concerned that the social security system in HKSAR does not include unemployment benefits.

It further recommends that in the Hong Kong SAR, the State party continue to strengthen its efforts to prevent suicide among the youth.

He stated that Annex V was not in effect in some regions because of an insufficient number of port waste reception facilities.

At Laem Chabang Seaport, PAT is in charge of port development and provision of common services, while private operators oversee terminal operations.

The Haitian Government is highly centralized so that the challenges of Port au Prince overshadow the tragedy of the rural areas and other regions.

In the case of the Hong Kong SAR, such an institution could be a specialized branch of the existing Ombudsman's Office.

MINUSTAH, in support of the national police, also undertook operations in the shantytowns of Port au Prince.

The Committee is concerned that corporal punishment within the family is not prohibited by law and continues to be practised in the home in the Hong Kong and Macau SARs.

The Committee welcomes the withdrawal of the State party's reservation to article 22 as applied to the Hong Kong SAR.
