The requirements of 64,400 under consultants relate to the completion of the SWIFT cash management system, which will permit automated matching of cash and investment transactions and consolidation of bank accounts, thus simplifying account management and reducing overall costs for banking.

It is also required to state whether there is any restriction, like freezing or sealing up, on the use of its bank deposit at the end of the reporting period, if any, it shall make disclosure of the reasons and amount of restriction.

The latter is the case in most of the multinational financial institutions like the World Bank Group, the African Development Bank, the European Investment Bank (EIB) and the International Fund for Agricultural Development (IFAD).

This could be achieved by unfunded pension obligations, which do not require that banks set aside the money in advance. Banks overseen by managers who had larger unfunded pensions weathered the financial crisis better than their counterparts, presumably because they had a stronger incentive to keep them safe.

Gains arising from the revaluation of non dollar cash and bank amounts are treated as realized, with the exception of euro cash and bank deposits where such gains are also set aside in accounts payable, pending utilization in the restoration of purchasing power to projects with euro expenditures.

One might think that banks would counter balance the mutual fund industry s lobbying efforts, because the likely effect of forcing money market funds to pay for more of their systemic costs would be to expand funds flowing directly to banks. But inflows through money market funds are not so bad for banks, which get the cash without having to set aside reserves or pay for deposit insurance.

Among other things, Basel III stipulates that banks do not have to set aside cash against their investments in government bonds with ratings of AA or higher. Moreover, investments in bonds issued by their home governments require no buffer, regardless of the rating.

Moreover, UNHCR continued to consolidate its relations with the regional financial institutions, especially the Asian Development Bank and the African Development Bank, as well as the Islamic Development Bank.

In 2012, American prime money market funds, which buy bank and corporate debt, were worth nearly 1.5 trillion. The money flowing through these funds went to many of the world s largest banks, including not just the obvious US suspects (JP Morgan Chase, Bank of America, and Citi), but also major European and Japanese banks such as Barclays, Deutsche Bank, Bank of Tokyo, Sumitomo, Credit Suisse, and ING.
