For a given supply of money, an increase in the production of goods will increase the value of a currency, because each unit will buy more goods. A single monetary policy for a currency area comprising 11 and later 12 countries, each with a sovereign national government, was something entirely new. Would it be compatible with autonomous national fiscal policies?

China s role within existing international financial institutions could change this year as well. In December, the International Monetary Fund will consider adding renminbi to the basket of currencies that comprise the Fund s unit of account, known as Special Drawing Rights, alongside the US dollar, the euro, the British pound, and the Japanese yen.

The monetary union s rationale, as many have noted, was always more political than economic. For precisely that reason, it may well be too early to write off the single currency.

MUNICH Because China has pegged its undervalued currency, the renminbi, to the dollar, every weakening of the dollar in the wake of America s financial crisis has also meant a weakening of the renminbi vis à vis other world currencies. But is China really to blame for the eruption of a global currency war?

Throughout the world, people suffer from a serious perception error that has inhibited them from taking concrete steps to protect themselves from inflation or deflation. The error is called the money illusion the belief that a nominal unit of currency is the best measure of value, even though its real value is unstable.

The International Monetary Fund Stand By Arrangement of 2013 provides a similar starting point. To maintain support from the IMF when its current program ends in summer 2015, Tunisia will need to negotiate new commitments.

Of course, there is much more to the internationalization of a currency, not least large and liquid domestic financial markets and the establishment of trust and confidence. This takes time, but China is already applying to the IMF to have the renminbi included in the basket of currencies that determines the value of the Fund s unit of account, Special Drawing Rights, with a decision likely in late 2015.

Following Chile s example, governments also could redefine the tax system in terms of the units of account rather than currency. That way, people who fill out tax forms would have to learn the units of account.
