A simplified declaration processing path is also introduced as part of the implementation process to speed up and simplify clearance of freight.

The main trade facilitation instrument of the World Customs Organization (WCO) is the Revised Kyoto Convention (International Convention on the Simplification and Harmonization of Customs Procedures), regarded as a blueprint for modern customs procedures. It covers all core customs procedures, and provides for transparent and simple processes.

The new administrative instruction has succeeded in simplifying the criteria for admissible expenses.

It has the advantage of administrative simplicity, which can be an important factor when dealing with large numbers of personnel on short notice or for shorter periods, and can be easily adjusted as prevailing conditions in the mission area change.
