In this Declaration, we shall thus have defined the objectives of the negotiations, the basis on which they are to be conducted and the date by which they are to reach a conclusion.

So why is this body only negotiating about negotiations, when the world demands that we negotiate about mines?

Yet it has happened. And these are not talks about talks, but a full blown revival of final status negotiations, with an undertaking by both parties to remain in the process for at least nine months.

Negotiation is the foundation of the Conference on Disarmament, and like any negotiation it requires that all those involved show goodwill and flexibility.

It is appropriate, however, that our first point relates to the Conference on Disarmament itself.

In short, issues on verification should be resolved through negotiation, not necessarily before.

However, such principles would serve not only as guidelines, but as criteria against which the conduct of negotiating States could be judged.

I cannot say that these negotiations have been easy.

Negotiations should begin without further delay, and eventual questions on verification can be resolved during negotiations.

And what about the Conference on Disarmament?

If we are to negotiate in 1998, the Conference on Disarmament will have to determine what it is realistically capable of negotiating, and not what individual members see as their only priority.

The Conference on Disarmament had been given a specific mandate by the last Review Conference, which it has completely failed to realize.

The complete failure of any progress in negotiations within the Conference on Disarmament on an FMCT has been and still is not due to the Conference itself but to the lack of political will of participating States.

When we ascribe to the CD its negotiating function we think of it primarily in terms of negotiating on substance rather than procedure.

However, our priority is to start negotiations in the Conference on Disarmament without preconditions, rather than prolonging discussions on the mandate.

3. The Fissile Material Cut Off Treaty negotiations should commence immediately as the next item for negotiations in the Conference.

If negotiations truly need proper argumentation of this sort, it surely makes sense that many differences are resolved outside the context of negotiations. Likewise, certain negotiations are not negotiations at all, but are better understood as processes of extortion and blackmail.

Each can augment the other.

The international disarmament agenda for the coming years is already quite full, and the Conference on Disarmament will have to be its main negotiating forum.

We are open to the possibilities for discussion of issues of concern to us and CD partners, and when an issue is ripe for negotiation, we would welcome negotiation.

It is a negotiating, not a deliberative, forum.

It must, in short, be a product of the Conference on Disarmament.

As you are aware, these negotiations are under way, with the active participation of the Federal Republic of Yugoslavia.

Negotiations with FNL are now at a stalemate, despite the fact that the Government appointed an 8 member negotiating team and FNL announced an 80 member team to conduct the negotiations.

Parties had, however, chosen to preserve and not to move beyond their negotiating positions.

The Conference is a negotiating body and the focus of all its efforts should be negotiations.

Thirdly, negotiations or attempts to initiate negotiations must take very seriously the words as soon as possible in the United Nations resolution.

Having recognized this weakness, they have approached UNCTAD to assist them in formulating a negotiating agenda for future trade negotiations.

The peace agreement is the result of political talks at the negotiation table.

However, we must accept the fact that negotiation cannot begin in a vacuum.

Gains could be larger than the total gains expected from all the other negotiating items in current WTO negotiations.

South Africa believes that the international community should have been allowed to reach this conclusion collectively at the negotiating table rather than it being used as a precondition for negotiations.

They had negotiated agreements among themselves and the Chairman of the Trade Committee of the OECD had done very good work in preparing the negotiations on trade and services.

However, like any other multilateral negotiation, the negotiations on an FMCT should start without preconditions neither with regard to what shall be negotiated nor with regard to the expected or desired outcome.

With this goal in mind, it is necessary to continue negotiations and to do so specifically in the framework of the Conference on Disarmament.
