21. The National Bureau of Investigation (NBI) created the Task Force on Child Abuse which is responsible for the surveillance and investigation of cases of child abuse and prostitution.

It is also concerned about the problems of child abuse, including sexual abuse.

Child abuse manifests itself through sexual, physical, emotional, financial abuse and general neglect in Namibia.

Possession of child pornography increases the risk of child abuse.

It is believed that whilst a regular sex offender is known to abuse up to a maximum of 100 children in his lifetime, the rate for paedophiles is suspected to be 400 children.

The recidivist rate for a sex offender who only occasionally abuses children is much lower.

Greater emphasis must be placed on a sustained and consistent drive against child abuse.

The Government funds nine transition houses for abused women and children.
