For these situations, the Fund has had an emergency credit line that it recently sought to expand.

34. The multilateral institution that typically deploys the largest amount of international loans, albeit with relatively short maturities, is IMF.

With its loans to Hungary and Latvia, the European Commission has already revived a credit facility which was dormant since the European Monetary System crisis in 1992 and for countries outside EMU. The support is huge.

This proposal has come to be called IMF lending into arrears .

So the most important way to control inflation while regaining the monetary and credit policy autonomy needed to control inflation is to allow currencies in these economies to appreciate significantly. Unfortunately, the need for currency appreciation and monetary tightening in overheated emerging markets comes at a time when the housing bust, credit crunch, and high oil prices are leading to a sharp slowdown in advanced economies and outright recession in some of them.

It also results from a reduction in public spending and investment as a consequence of the implementation of a stand by agreement for 1996 1997 signed with the International Monetary Fund (IMF).

A sixth option especially where a country has carried out partially sterilized intervention to prevent excessive currency appreciation is to reduce the risk of credit and asset bubbles by imposing prudential supervision of the financial system. This should be aimed at restraining excessive credit growth, which the monetary growth that follows currency intervention would otherwise cause.

27. The European Union welcomed the establishment by IMF of the Emergency Financing Mechanism and the new arrangements to borrow.
