While project implementation in Geneva was progressing well, the initial objectives and time lines had proven too ambitious.

When adopting the agenda, the Commission also agreed that it would consider items 7 and 8 in conjunction with item 3.

Of 154 projects that were operationally closed during the biennium there was a timelag in financial closure of over one year in 137 cases, of which the time lag was three years or more in 61 cases.

After a period of preparation, the project started its training courses in 2003.

10. Assistance and support should be provided through existing services, programmes and their networks. However, where necessary, the United Nations should consider supporting the development of new services, while not developing duplicative structures.

Since 1994, the number of projects that target indigenous communities or include ethnospecific design elements have increased significantly, although much more needs to be done in terms of improving project quality and participation processes.

A Consortium member or a collaborating organization is authorized to incur expenditures under any budget subline up to a maximum of 20 per cent over and above the amount foreseen in the project (sub project) provided the total cost of the project (sub project) is not exceeded.

The possibility of a third agenda item would be retained if there were consensus to adopt such an item while maintaining overall balance in the agenda.

At the end of the Conference, a resolution was adopted to place this item on the agenda of the next session, in June 1999, with a view to adopting a Convention and Recommendation on the subject.

The Executive Director recommends that items 3 (Credentials of representatives), 10 (Other matters), 11 (Adoption of the report) and 12 (Closure of the session) of the provisional agenda should be considered at the plenary meeting on the afternoon of Thursday, 9 February 2006.

The Member States must be kept informed of all safety and security projects, and new projects must be consistent with those already approved.

UNRWA involvement in any project should be at the very start of the planning process to provide the necessary expertise in the development of a feasible project plan and realistic implementation schedules to expedite project delivery (recommendation 10 (e)).

The legislation may help the parties to achieve a timely conclusion of the project agreement by identifying essential issues that need to be dealt with therein (for further discussion of this topic, see chapter VI, The project agreement ).
