The Observer Mission is responsible for all other operating costs of the aircraft.

Community based organizations, for example, are no longer able to generate adequate income from fees to subsidize their running costs.

Provision had been made for the repatriation of contingent owned equipment in the amount of 700,000 and for commercial freight and cartage in the amount of 500,000.

Provision under the heading commercial freight and cartage , therefore, reflects recurrent costs not covered elsewhere for the miscellaneous shipping, freight forwarding and customs clearance charges at the monthly rate of 15,000 indicated in section A of the present annex.

Build own operate (BOO) are projects in which, as in BOOT projects, a private entity is engaged for the financing, construction, operation and maintenance of a given infrastructure facility in exchange for the right to collect fees and other charges from its users.

During that phase the project company undertakes to operate and maintain the infrastructure facility and to collect revenue from the users.

Unfortunately, even with rent free premises, the operating costs of an information centre in Luanda would be prohibitive.

Freight costs are estimated at 25 per cent of total cost because of higher freight charges by air ( 776,500).

Provision is also made for freight at 15 per cent of the cost of the equipment.

Indicators providing information on availability of transport operators and intermediary services include number and types of transport operators, whether they are private or government, presence of international operators, size of operators, number and type of intermediary services, etc.

Provision is also made for related freight charges at 12 per cent of the total cost ( 15,400).

Some apportioning of costs between the public and private sector for the promotion of ISO 14001 may be appropriate.

The project company will normally establish some form of control mechanism over the operation of the facility (e.g. audit rights and cost review) so as to ensure that the operating costs are kept as much as possible within original estimates.

Additional requirements of 20,300 were incurred from higher actual requirements for commercial freight, including charges related to the shipment of equipment from the mission area to the United Nations Logistics Base.

Provision is made for the cost of electricity supplied to camp Ziouani which is supplied by Israel s Power Authority ( 217,000), Camp Faouar, which is supplied by the Syrian Arab Republic s Power Authority ( 210,000) and to the Transport Workshop ( 3,760) based on current consumption rates.

Provision is made for freight costs for shipping and clearing charges in connection with official shipments in and out of Kuwait and for other items not included elsewhere in the cost estimates ( 100,000).

The cost estimate provides for projected additional requirements for commercial freight charges at an average cost of 1,500 per month. The provision includes the cost of transferring the identification files from Geneva to the Mission area.

Those methods might include availability charges, whereby the operating company was paid for the services made available, regardless of actual usage service charges relating to satisfactory maintenance and operation and volume related payments, whereby payments related to the intensity of usage, which might be calculated with the aid of sophisticated methods for measuring performance, and functioned as a bonus paid to the operator for intensive usage of the infrastructure.

Provision under this heading ( 1,155,000) includes (a) 1,000,000 for the charter of one ship to transport United Nations owned equipment to the United Nations Logistics Base at Brindisi during the liquidation of the United Nations Civilian Police Mission in Haiti (b) 150,000 packing charges including materials and (c) 5,000 for other commercial freight charges.

Unit cost reflects initial requirement for transportation by air.

The estimate also provides for other freight and related costs, including freight charges for the replenishment of the strategic deployment stocks.
