Recently, the Board of Executive Directors approved new loan document and procurement guidelines.

Projects, such as the procurement of a new document management system, are assigned resources for hardware, software and training.

In Austria (Purchase Contract Awards Act 2002, para. 116.2 4), it is required by law that the procuring entities grant unrestricted access free of charge to any and all documentation concerning the auction, including the solicitation documents, as of the day of the notice.

In Australia, regulation is currently limited to policy documents, non statutory procurement guidelines and broad statutory provisions about electronic procurement.

Upon receipt of the application documents, the procurement centre will examine and decide, within the period of time set by law, whether to grant membership to the suppliers (see articles 7 9 of the Shanghai Interim Measures for the Management of Online Public Procurement Bidding and article 11 of the Interim Measures for the Management of Online Public Procurement Bidding of Shunyi District of Beijing).

In China, regulations on online public procurement bidding have been adopted by a number of local governments while in Singapore, the subject is regulated by internal documents of procuring agencies.

Suppliers must then submit to procurement centres originals and duplicates of the following documents (a) business licences and certificates of organizational code (b) tax registration certificates (c) financial reports of the previous year (d) relevant qualification certificates (e) e mail accounts and (f) other documents required by the procurement centre.

Also includes 100,000 for the acquisition of documentation and software for the development of course materials.

The key stages in the process are also similar from preparation of solicitation documents to bid review and contract award.

For example, in Australia, public procurement is largely governed by government procurement policies, consisting of Commonwealth Procurement Guidelines, Finance Circulars and Procurement Guidance, the latter including a range of web based and printed guidance documents developed by the Department of Finance and Administration to assist agencies and officials to implement the Government's procurement policy.

As a result, all direct purchases by the Fund for the biennium ended 31 December 1997 were made through the miscellaneous obligating document procedure which, unlike purchase orders, does not require a competitive bidding process.

This document will also contribute to the implementation of the Global Compact principles in United Nations procurement practices by addressing the issue of corporate social responsibility, environmental and sustainable procurement and corruption.

Article 28(2) allows the procuring entity to modify the documents at any time prior to the deadline for submission of tenders.

66. In addition to matters raised earlier in this report, the Board noted that essential documents, including requisitions and purchase orders, were not raised at the time of supply these were provided retroactively in order to regularize the transactions.

The paper cites the example of the Republic of Korea's Government Electronic Procurement System which cost US 26 million to develop but saves US 2.7 billion of all government procurement valued at US 17.1 billion.

In the systems that recognize ERAs as an optional phase, general procurement rules address the provision of solicitation documents.

These include better procurement planning by requisitioning units, streamlining the procurement process in the Procurement Division and by the Headquarters Committee on Contracts and making necessary changes to the procurement framework, including regulations, rules and refinements in the Procurement Manual.

The Section is considering new procurement practices to provide more flexibility for small purchases.
