Opportunities for peacebuilding should be sought out in the reconstruction phase.

The initial period of reconstruction was marked by the presence of considerable reconstruction funds.

Following the completion of its emergency rehabilitation phase in 1997, Lebanon has been firmly engaged in a major reconstruction and development phase.
