A document prepared by the Secretariat containing draft recommendations on these matters will be before the Commission to assist it in its consideration of item 3.

The SBSTA took note of the documents prepared by the secretariat under this agenda sub item and endorsed the proposal from the Chairman that these documents were to be considered by the SBI, in accordance with the proposed division of labour between the SBSTA and the SBI.

Where the total expected cost of the project cannot be estimated in advance by the procuring entity, the minimum capital required for the establishment of the project company could be indicated in the solicitation of tenders or request for proposals.

The independent expert wrote to the Secretary General in September 2001, urging him to present for the consideration of the Security Council a proposal for the formation of a committee of experts to investigate allegations of past atrocities in Somalia, a proposal which he continues to pursue.

48. The Committee decided to recommend to the General Assembly that item 157 should be included in the agenda as a sub item of item 148.

70. The Committee decided to recommend to the General Assembly that item 168 should be considered directly in plenary meeting, as a sub item of item 46.

(b) Based on this assessment, a consolidated project planning document of all proposed projects will be prepared for the Secretary General who will determine the appropriateness of the projects to be proposed to the Foundation and the capacity and capability of the UN system to deliver on these projects.

Researchers working on the project have placed particular emphasis on allowing each of the scripts in such a document to retain their natural reading and writing direction.

22. The Chairman noted that the Committee had decided to recommend the inclusion of that item as a sub item of item 148.

In its resolution 59 235, the General Assembly has invited the Secretary General to give due consideration to the role and place of the Convention in ongoing work in the context of the preparations for that meeting, including the report of the Millennium Project.

Mexico supports the recommendations contained in the reports of the Secretary General on this item.

During its consideration of the item, the Special Committee had before it a working paper prepared by the Secretariat containing information on developments concerning the Territory (A AC.109 2005 17).

The secretariat could prepare a short addendum reflecting the post Singapore situation regarding agenda item 4 for the second part of the session.

Work on general recommendations

(a) An organization that intends to propose such an item shall inform the Secretary General at least nine weeks before the commencement of the session, and before formally proposing an item shall give due consideration to any comments the secretariat may make.

In its decision 10 7, taken at its tenth session, the INCD invited members to submit to the Secretariat suggestions on the modalities of CST work on (a) inventories of research, traditional and local technology, knowledge, know how and practices, and (b) research priorities.

The Committee may also recommend to the General Assembly that it request the Secretary General to undertake studies.

She did not advise revising this mechanism, but she did suggest an additional protocol to the Convention which would expand the definition of the crime of genocide.

In that respect, the co sponsors distributed among the participants comprehensive guidelines for the preparation of project proposals.

(i) A general debate on particularly important developments concerning minority situations around the world and to review and follow up on the minority situations raised at the previous session

(b) To advise the Secretary General in the review of project proposals, particularly with regard to the appropriateness of the projects to be proposed by the United Nations to the Foundation for funding and support, as well as the capacity and capability of the United Nations system to deliver the outputs and results proposed in such project proposals.

The proposal suggests functions and working methods as well as an initial pilot project.
