The Court has remained within its approved budget.

The aggregate level of peacekeeping expenditure far outstripped the level of the regular budget.

10. A budgetary control mechanism should be put in place to avoid excess expenditure over allotments and the late recording of expenditures.

As such a sharp decline of the United States dollar could not be anticipated by the Tribunal when preparing the budget estimates for 2003, the weakening of the United States dollar led to unforeseeable overexpenditures in certain budget lines.
