At its fifty ninth session, the General Assembly decided to hold the High level Dialogue on Financing for Development on 27 and 28 June 2005 in New York, in order for the recommendations of the High level Dialogue to be considered in the preparatory process for the High level Plenary Meeting, and also decided to hold a separate meeting on Financing for Development within the framework of the High level Plenary Meeting (resolution 59 145) (see also items 48 and 121).

Addressing the funding capacity of the United Nations system is one of the most critical steps in achieving the objective of improving the United Nations emergency response capacity.

The Committee might also wish to adopt resolutions which would prepare the ground for the High level Dialogue on Financing for Development and high level dialogue on international migration and development during the sixty first session of the General Assembly.

Additionally, funding constraints make important measures, such as those to improve the efficiency of energy production and use, difficult to implement.
